No Gain, No Pain
A secret is a secret is a maybe not-so-bad thing, depending on what happens when it is revealed. So, maybe it's okay for national policy to be "no harm, no foul" in Britain when official secrets are revealed, or when court records reveal the buttoning of a jacket is the secret signal for state execution or even when the United States government tests radiation poisoning by secretly exposing its citizens.
